About Cytech Solutions
A South African technology and consulting firm closing the gap between available municipal data and the insight needed to make consequential decisions.
Closing the gap between data and decision.
Cytech Solutions is a South African technology and consulting business established to address one of local government's most persistent challenges: the gap between available data and the insight needed to make consequential decisions.
Municipal institutions collect vast volumes of data across billing systems, metering infrastructure, geographic information systems, asset registers, and financial management platforms. Yet this data frequently remains fragmented, inconsistently maintained, and underutilised — contributing to revenue leakage, non-revenue water losses, inaccurate tariff billing, and infrastructure backlogs that are difficult to quantify or defend.
Cytech was founded to close this gap. We bring together expertise in municipal finance, GIS and spatial analytics, water systems engineering, data integration, and artificial intelligence — combining these disciplines into a unified consulting and technology capability that serves public-sector institutions at the point where data, governance, and service delivery intersect.
Our engagements are structured around measurable outcomes: rand values recovered, kilolitres of water accounted for, billing anomalies resolved, and systems integrated. Every Cytech engagement is designed to produce outputs that are auditable, implementable, and aligned with the Municipal Finance Management Act, the Municipal Systems Act, and the oversight expectations of the Auditor-General of South Africa.
Cytech Solutions is based in Vryheid, KwaZulu-Natal and operates across South Africa, with a particular focus on municipalities in growth corridors, secondary cities, and districts where infrastructure investment and revenue sustainability are strategic priorities.
What makes us different
Our Approach
Every Cytech engagement follows a four-phase methodology — designed to produce measurable outcomes, not just documentation.
Diagnose
We analyse your existing data — billing, metering, GIS, finance — to identify gaps, anomalies, and recovery opportunities. Every diagnostic produces a quantified opportunity register and a root-cause map.
Integrate
We connect your siloed data systems into a single verified data layer. Billing, GIS, metering, and finance — reconciled and structured for analytics and reporting.
Analyse
We apply analytics and, where appropriate, AI to surface insights that are not visible in individual systems. Anomaly detection, pattern analysis, and predictive modelling — all auditable.
Implement
We do not deliver reports and leave. We work alongside your team to implement the changes, configure the platforms, train the staff, and track the outcomes — to completion.
Built for public accountability.
POPIA Compliance: We process all client data in accordance with the Protection of Personal Information Act (POPIA), Act 4 of 2013, under explicit data processing agreements with defined purpose limitation, retention periods, and destruction protocols.
Security: Role-based access control, multi-factor authentication, AES-256 encryption at rest, TLS 1.3 in transit, full audit logs, and South African data residency — on every platform we build.
AG-Ready Outputs: Every finding is traceable to source data. Every report includes a methodology appendix and data quality statement. We structure for Section 71 reporting, mid-year assessment, and AFS preparation.
Responsible AI: AI is used as a decision-support tool — never a decision-making authority. Every AI-assisted output is reviewed by qualified analysts, labelled as AI-assisted, and auditable to the source model and prompt.
